Glow Worm flue/fan problem help please.

Above pic shows where 90 degree flue pipe has moved away from fan outlet on top of Glow Worm Compact E75 combi boiler causing the engineer to condemn the installation and switch off gas supply. Engineer now preparing a quote to replace both fan and 90 degree pipe plus (possibly) a further length of outlet pipe. As the 90 degree pipe has 'come away' from the fan there is an escape of gas thus resulting in the condemnation.
My questions (on behalf of the occupier) are,
- Surely the fan does not need replacing, as the engineer states this is working ok, if it was a separate part before why cannot it remain so?
- It appears that the 90 degree bend has just worked loose as there is no fixing method merely it is pushed onto the fan outlet pipe - can it not just be 'pushed' back on?
- Is the occupier (do you think) being taken for a 'ride'?

Apologies Canucklehead I am not sure re RGI - if this refers to the Engineer then he was called in as the boiler had not been serviced for some time and occupier thought it prudent to have it serviced. Thanks.0 -

Hi: RGI = Registered Gas Installer i.e. Gas Safe Registered. No report/warning label? Is the 'occupier' the owner of the property or a tenant?

Engineer is Gas Safe Registered. Occupier is part owner - property purchased late last year as repossession so bought as seen, warts and all. Part owner/occupier knows they are responsible for any remedial works (including total new boiler if necessary) - no report/warning label but in fairness I understand Engineer is in contact with occupier with a view to carrying out work today/tomorrow but no quote as yet.0

THANKS - Agreed and that is being looked into as I post however I just wondered if anyone on this forum had faced a similar problem and/or an Engineer was willing to comment (without commitment) regarding the need to purchase the fan as well + why the pipe could not just be pushed back on to whence it came!0
