Advance on mortgage..

Don't know if this thread should be in this section but here goes...
I applied for an advance on my mortgage & have been okayed it.
The money is for a conservatory & we've had a few quotes, one quote from the same company a relative used a few years ago that was encouraging... we wanted the plans to ask our council if we needed planning permission but the sales rep said we had to pay £200 deposit or he would not send the plans out... we did & signed 'subject to mortgage approval'.
It has been 3 long weeks since paying this deposit & we've had all responses back from the parties involved however we have just had a quote from another reputable company for £500 cheaper for exact the same spec..
the company we paid the deposit to want it in writing from the bank that the funds are not available, im wondering if anyone has ever had such a letter and how did they word it?
