Who should i ask

I had a new double glazed door fitted by a house hold name company ,it has been fitted 3 times ,still the seal does not meet the door ,i live on my own [lady] they now say it is fitted the best they can [it is not] i have not payed them .they want me to get a independent to look at the door .who would i ask [another double glazing company or a builder ] i feel a bit bullied now

Get a proper independent building surveyor in, and specifically state that you want a report and comment on the installation in context of all relevant standards - ie the report should quote a standard and comment on whether the installation meets it or not, and whether it is acceptable

A builder or other installer are unlikely to be able to comment on relevant standards or write a proper report - and tend to give unsubstantiated opinion

For reference, plastic doors are made and pre-hung at the factory to make sure the door fits the frame. The door should close perfectly against the seal if the frame is not twisted when fitted and the door hung properly.

By the sound of it, the frame may not have been fitted square to the opening
