Exchanging a Guernsey Licence for a UK one

Can anyone shed some light on this for me?
My partner had a Guernsey licence but it has since expired. He applied for a UK provisional not realising that he could exchange it for a full UK one.
So bearing this in mind can he still apply to change it over? The only info i can find says it can be exchanged as long as the Guernsey licence was issued since 1991, which it was. He doesn't have a copy of the licence either so would need to get proof somehow.
