Slow internet uploads

I've currently got Sky's unlimited broadband package, however recently the upload speed on the internet has basically halved. I've unplugged the NAS drive and that makes no difference and I've also unplugged the Skype phone and switched off all the wireless devices I can think of. When using Rapidshare I used to get around 50kb/s, now I'm lucky if I get 25 and most of the time it's into the mid teens. When I try and watch Iplayer or 4OD on my PS3 which is wirelessly connected it's almost impossible as it keeps buffering everyfew seconds.
Is there anyway I can test if I'm getting the maximum speed possible or is this something I'm just going to have to put up with or change ISP?
The other wierd thing is that as I said I've unpluggede everything from the back of the modem and switched off all the wireless devices, and yet in the attached drives in the router it has my computer and another device which is says is attached. Is this normal or am I likely just to have mised a wireless device?
Thanks for any advice.

The only devices that should be attached are ones that you've attached.
As you've unplugged everything, then either a neighbour is using your connection or you've missed a wireless device (phone/ipod/ipad/game console etc)How do I add a signature?0 -
