If he says he is someone else that would possibly come down as fraud. However if he phoned up, said he was leaving the house gave a final meter reading and said Mr. X is still living here - you can address all future correspondance to him, they will probably change the name over on the system to whoever he says. Might be worthwhile doing it with all the utilities that can be changed ie gas, water, electric.0

The person whose name it's going into doesn't have to apply, you can give the new name to the provider quite legitimately.0
