Does anyone know if this is the arrival or departure time?
E.g., given this schedule from Woking to London Waterloo:
09:24-09:53
09:28-09:55
09:29-10:05
09:41-10:08
09:46-10:13
09:50-10:19
09:56-10:23
09:59-10:27
10:12-10:40
is this first valid train the 9:29, arriving 10:05, or is it the 10:12, arriving 10:40?

In your example, the first train it is valid on is the 10:03 departure.
This is spelt out on the railcard restrictions webpage.
Where it says...The Network Railcard discount is not available on tickets for travel before 10.00hrs...0 -
Have you checked with the train operating company to see what they say? They apply the restriction.0
