RBS refund payment

I have just recieved an offer from RBS for £1122.28 PPI refund on a Loan which was stettled in 2006,
Broken down:
Refund of Premiums = £320.07
Refund of Interest = £64.43
Early Settlement diff = £318.55
interest at 8% = £419.23

my problem is I paid a up front fee for PPI of £1,700 on a £5,000 loan,is it right that I should have recieved the full PPI refund? Not sure what I should do, I know that there was no early settlement refund on this loan was paid up in full, and if there was if would have been just the interest taken off the final settlement bill, but PPI was put on the loan before any interest was added, at the begining of the loan.
Any help would good
