Beating the points on a speeding rap?

A little while ago, I was sent one of these chain emails detailing how to avoid getting points from a revenue collection camera rap.
It said that the trick is to pay the fine by cheque and send a couple of pence over the fine amount - they will send the change by cheque (which you don't cash in) and, until the financial side of things is complete, the powers that be don't add the points to the licence.
The idea being that you can only be prosecuted for not paying the fine (which you have done) and they can't do a thing about you not accepting the change (therefore not completing the financial side of it) and therefore can't add the points.
Now, I'm not in this position at the moment and it does sound like a load of claptrap to me, but is it really as daft as it sounds? It just sounds far too easy to be true.

IF the points are the final stage of the process and with this being tick box Britain, it would not surprise me if this was true.
But then I also heard you can get out of parking and speeding fines by changing your surname (and registering your vehicle) to one of a slightly more middle eastern persuasion OR by buying a car from eastern Europe and keeping the reg No...... It's older than the cheque. Absolute tosh.

Lets face it, the speeding camera/fine system is a lovely cash cow for the police and their "partners" and is here to stay. They will have closed all these loopholes ages ago.
