True, it did change. There was quite a bit of confusion about the change, and it wasn't well publicised!I believe the railway "day" now lasts until 04:29, based on:

As such, I *think* an Off-Peak Return dated for a previous day (but still within the month's validity) would be valid on a 02:30 train.
It appears the restriction code has not been updated for this particular ticket, but the rule does indeed allow travel up to 0429 (or "before 0430").The rules for off peak are somewhat confused:

The fare rule for Gatwick-Bedford refers to 0230 but also to Cross London tickets via London Underground until 0430.
These trains do not have conductors. The ticket may, or may not, be inspected by a revenue protection officer. I know a couple of FCC RPOs so if you want to know what their reaction to any particular ticket may be, I can ask them. The ones I know are friendly, however several FCC RPOs are extremely hostile, and may react differently.The conductor is likely to be just as confused, at worst they will ask for the difference in price between off peak and peak, given the confusion the op will then almost certainly get it subsequently refunded.
If you use a ticket that has not yet expired, but is being used a time that is barred by a restriction, then the ticket can be excessed. A Penalty Fare cannot be charged.
If you use a ticket that has expired (e.g. a ticket dated the previous day being used to start your journey at 0435) then the ticket is worthless. A new ticket would need to be purchased, and a PF could be issued if applicable.
A good place for detailed discussion on railway ticketing matters is a dedicated Fares, ticketing & routeing forum. There is a discussion 'Revised NRCoC', unfortunately it is 130 posts long so would take a while to read, but goes into a lot of detail that is not needed for this ticket.

There are barriers at Bedford - but whether they would be operational at that time in the morning is open to question.
Gatwick didn't used to have them - but I think there are plans to install them. How far they've got I don't know.0 -
