EBay registered UK address

I would like to make a Small Claims against EBay but it appears that I am unable to do so because they have no UK registered address! I thought any Company operating in the UK would have to have one? Has anyone else faced this problem?

That is only the registered office which I believe is an accountancy office. The physical staffed premises is Hotham House 1 Heron Square Richmond Surrey TW9 1EJ
