Sky Broadband Slow speeds

I've just come off the phone from Sky's Broadband technical support. Recently over the last few days my broadband has been rather slow. When I went into the router, the download speed is 11Mbps but when I do a speedtest via speedtest.net the speed varies considerably from 0.32 --> 9.73Mbps
Sky said, 1) Change ethernet cable to improve speed DONE!
2) They asked me to go to the command prompt and type netstat. As I had 12 programmes running in the background, this is the reason??
This is a new one on me. Is this correct? And what should I close down as Sky wouldn't say.
I have removed the BT faceplate and am now connected on the socket behind the extension face plate and it's not made any difference.

Do you download a lot? Maybe you're being throttled so you can't download as much and nothing you do will make a difference.0

Annoyingly unlimited doesn't matter. It could be one of those fair usage policies things. I'm on Virgin Media and although 97% of the time it's perfect, but it does slow to a crawl sometimes after streaming Lovefilm & Neflix, playing on the Xbox and PlayStation and downloading music. However it might not be that but there are many variables. I would look Google Sky's peak times and test your broadband speed during the peak time and off-peak too over several days. If it's slow at different points in the day and every day, then I say it's something with Sky and nothing you can do at home.0

sky's unlimited is one of the few truly unlimited packages IF you're on the LLU connection.......Gettin' There, Wherever There is......

Have you cleaned out your cache,deleted browsing history & scanned for malware/adware?
I find these can slow my laptop down & by doing the above via CCCleaner,it speeds up my laptop considerably.0 -
Sky don't throttle (on unlimited) -unlike Virgin. I dumped Virgin pronto when they throttled me after one single offence (after 6 years).
The netstat step has always existed in the Sky troubleshooting process (or at least for the last 5 years anyway) 12 is not far off borderline but it probably indicates a few things running in the background that you're not aware of (I'd be expecting to see maybe 6 entries on a normal set up)so running something like malwarebytes if you haven't already would be a good next move,
Are you testing the speed with an ethernet connection or wireless ? Do you get the same speed test reading with both ?I Would Rather Climb A Mountain Than Crawl Into A Hole

Today my speed appears to be back to normal. Around 9.6Mbps.
I have more than 20 lines when I type netstat some say ESTABLISHED others TIME_WAIT Not sure what that means.
But regardless of all them 20 lines my speed today is fine. How is it then that these are responsible for slowing my internet speed yesterday but not today?Regards,
