Trying to reclaim from old paypal credit card!!!

Hi guys,
am new to this forum thing so hope im doing this right,
trying to reclaim ppi from a paypal credit card originally with g.e money however cannot seem to get any details for them??
contacted paypal they didnt even understand my question??
contacted g.e money they refered me to santander cards???? who
I know dont deal with the paypal card since April 1st 2012??
They dont seem to have no records of me??
Who do I go to to get my old details so I can reclaim??
