Can I exchange my expired Spanish Driving Licence for a UK one?

My wife's Spanish driving licence has expired but can I still send it to the DVLA to exchange for a UK driving licence or does she need to renew it first and then send it to the DVLA?
My wife is a resident of the UK.
I don't think driving licences are a consulate service e.g. like a Spanish passport, etc.

Why don't you just ask DVLA?

Sometimes asking 'them' takes longer than receiving a useful answer via this forum....
Luckily the DVLA does seem to answer sensibly and quickly (1 day to reply to my email).
So it seems even an expired EC license can still be sent to the DVLA to exchange for a GB licence. It takes upto 3 weeks and it costs £50.
