And Shaun From Africa has just answered on my behalf about s75 and Paypal!!
An Easier way to put it is that S75 only really protects you when the payment is made directly to the seller, not via an intermediary service.

This has been confirmed by the FSO on a few occasions.

The reason why the payment isn't S75 protected is because the only service that the credit card company is involved in is the transfer of money from the buyer to to paypal, and this has been carried out successfully.

well how were you planning on paying?
to pay by card requires paypal in near all cases
you don't need to 'have' paypal
you are using it to pay by your own card.0 -

PayPal have an option allowing you to go through checkout as a guest. Not sure how this works though. I wouldn't be surprised if they created an account still, just with limited information.0 -

It's a bit frustrating because half of the relevant discussion is on another one of homie44's threads! He started five on the same subject.
As a bit of background... I said I got an email from paypal asking me to confirm my card details (or something like that). I said I thought this was funny because I didn't think I had a paypal account (I just deleted the mail).
On a different thread I mentioned that I'd once paid using a credit card via paypal for an ebay purchase.
Stevew then pointed out that by default I now had a paypal account (which perturbed me a little).
I've now got two questions going on... the one about whether s75 protects you if the payment goes through paypal and also whether I do indeed have a paypal account because I've logged onto paypal and they have no evidence of me whatsoever. It doesn't matter if you don't have a paypal account.
Once another party is used as a money transfer provider, S75 protection against the supplier of the goods is invalidated.
The consumer credit act is very specific about the requirements for a transaction to be eligible for S75 protection, and one of these requirements is that it is the debtor-creditor-supplier agreement that is covered.
When paying via paypal, they are the supplier of the service, and the service that they provide is the transfer of funds from you to the seller.
The sellers breech of contract is outside of the agreement between you and the credit issuer.0 -

In other words, there needs to be a direct relationship between the credit card company and the retailer/supplier. When paying by paypal, there is no direct relationship because it goes credit card company > paypal > retailer/supplier so its indirect.
As for the OP's original issue, skimmed most of the replies so not sure if its been mentioned but there's been a few threads on here about people having disputes opened against them, them losing and their paypal balance going negative before finally receiving debt collector letters.
What you could do try is giving paypal a desciprtion of the person who collected the goods. After all.....either the buyer is committing fraud or someone has used their identity to do so. Paypal may have a passport/driving licence photo or may be able to request one. They will be unlikely to let you know if it matches but at least its something. You could also ask them for the police incident number so you can report it to the police yourself. Possibly a waste of time but you never know. Unless its the buyer playing funny beggars, the person responsible has probably done it more than once.You keep using that word.
