Suspended Parking NOTICE/ Ticket & Appeal

Hi,
In the area of London where I live, they are replacing the Victorian gas pipes. As a result many streets are undergoing work and a lot of (street) residents parking is suspended.
The parking in the street where I usually park in has been suspended for another week. On that street we were given days if not a week's notice. On Friday night, I found a park on a street (where I have parked since) with no parking restriction signs. I checked on the car on Saturday evening. I walked up and down the street. No signs. Cars parked. I did not check the car on Sunday. Today at 7.06am I got a parking ticket as I had parked in a suspended bay. Today there is now 2 signs advising that as of today, the parking is suspended for a week. The council also relocated my car around the corner with quite a few others.
I've called Southwark Council to ask what type of notice are they supposed to give. I also asked when the notices were put up - it must have been either late Saturday evening or Sunday. No one could tell me. I am always incredibly careful about parking and have never gotten a ticket before. I do intend to appeal. Can anyone give me any advice? I will be reading all of the parking ticket threads, but didn't immediately find one about suspended parking fines.
Thanks.
