When visiting in Merton I parked in a residential area - when I returned to my car I found a parking ticket key details are:-
Contravention code 62G
Parked with one or more wheels on or over a footpath or any part of a road other than the carriageway (on grass verge)
Yes the road was narrow so to maximise space for through traffic I parked two wheels onto the grass verge between road and pavement - best for all road and pavement users I thought.
I can't however find this wording in the civil enforcement officers handbook from March 2012 - is it valid?
If so - how, as a non-Londoner, am I meant to be aware of the restriction?
I feel I should appeal this ticket - any suggestions on best way to approach this?

By familiarising yourself with the rules of the Highway Code, Rule 244 in particular:You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.

Yep, you should appeal but you wouldn't win just by saying you didn't know.

Most people win who post on pepipoo but I have to say that parking with wheels on part of a road other than a carriageway can be a bit harder to win because the Council need no lines or signs to warn you. So there's less for you to use as leverage in your appeal.
But still its worth a punt - check the small print on the back of the PCN. It probably re-offers the discount if they reject your appeal so as you can see you would have nothing to lose at this early stage. Even if you go all the way to adjudication there are no added costs - as long as you reply to all letters within appeal deadlines, the most you could be told to pay even months down the line would be the full penalty amount (or nothing).
But get pepipoo help with some more grounds for appeal by posting a pic of both sides of your PCN in your opening post. They need to see the paperwork, not have it quoted. The thing about the handbook may be relevant, not sure, I would ask them on that forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yep, this is one of those really obscure (if you don't live in London) contraventions that you're supposed to know, but if you took a straw poll, a very low percentage of people (who don't live in London) would actually know about this.
Sadly, this is not a defence.
