According to Richard the Pink on the ebay forum if someone leaves you a negative you can have it removed by saying they have false contact details. It works for the dodgy seller who has been the subject of many threads on the ebay forum since January.
He seems to have had around 40 negs removed using this as an excuse!
I did put a link in but it doesn't seem to be working! You'll find the thread on the ebay forum under

if the person who left you feedback gets banned from ebay within 90 days of registering then any feedback they have left you will be completely removed
i purchased 4 items from a new seller, 3 items were fine and one was damaged but we resolved it, we both left each other 3 positives for the 3 items that were fine and didn't leave any for the damaged item.
over the weekend i had 3 separate emails saying that some feedback had been removed from my account as the seller was banned from ebay within 90 days of being registered. they had 90 something feedback altogether and received 4 negatives in less than 90 days - I dont actually think they were all the sellers fault, but anyway they got banned either due to that or something else and all feedback they had left people was completely removed. it wasn't withdrawn it was removed without trace, no comments left, nothing.0 -

would that be the dodgy powerseller who tries to charge £5 per day late payment charges from the date of purchase?0 -
This happened to me and my account was suspended even though my details were correct.
i now can't use ebay unless i fax them a whole load of info that i don't particularly feel is needed and most of it i don't have, i can't set up another user account as they become linked grrrrr0
