old 50p coin electic meter

I have an old style 50p coin meter in my flat, which i swap current tender with the landlord for the old 50p's which is then recycled and used again. The money i give him goes towards to households electric bill.
Now how do i know that this meter is charging me fairly? I have had my suspicions, particularly in the winter months (the place does get cold) but i am sure a small 1 bed flat should not cost £25 plus a week in the winter months, i work and im not always there....
I know they wanted to change it for a new meter and was looking at making sure i was on the right rate, as according to them the meter rate has not been changed in many years and they feel that i may be being undercharged. However they have stopped monitoring it for awhile now so i just wondered if in fact i am being over charged?
How can i look into this? Or who would i report it too?
I posted this in a different section but was advised this section may get me better advise

Hi,
have you this type of meter?
if so, look in small window in middle, see if set at A or B rate,
then look at where you put the coins in, you should be able to see a mark just under the lug holding the cash box, this will tell you how many units per coin you are getting, in above picture it is where bottom of turning handle is.
Check rate A or B, so 4.3 units for 50p would be 11.6p per unit. (50p/4.3)0
