Vista - program refuses to run (but works on another PC)

I've been asked to help a friend who is trying to run a setup program for a form viewer in their Vista PC, but nothing happens when double-clicking it.
Another friend has the software running perfectly well (also on Vista).
I know that there is something called UAC (user account control) in Vista, but having played around with the settings, it seems like UAC will always prompt you (rather than just do nothing) if there's a problem.
Is there anything else in Vista that could be preventing the program from running? I've tried downloading the file again, installing from a CD, but nothing works!
Thanks in advance for any suggestions!

Try right clicking the program set up and click "run as administrator" and see if that does the trick.
UAC can be annoying  which is why I've disabled it on my system (not recommending this..but you could temporarily turn it off and see if that's what's stopping the program from installing).
If those two options don't work then try installing it in XP mode : control panel/programs/programs and features/"use an older program with this version of windows" to get to the program campatibility wizard and follow the steps there.0 -
