I cant use my Boat

Your help is appreciated,would I have to send the bit in or could I demand that they send me said bit or failing that get the bit made and bill them.
You see, they took so long initially (2.5 months)that I dont want to send it to them as by the time its sorted the summer will have passed, or what is an acceptable amount of time for them to sort this out.
