Parking Eye

My husband (registered keeper) got a 'parking fine' from Parking Eye. £60.00 but reduced to £40.00 if paid by beginning of May. He was not the driver, but a passenger. Our daughter was unwell and had to go to our local A&E who have recently given car park power to Parking Eye, much to local disgust. It was 11 at night, the car park was almost empty. They both thought, 'wont be here too long' and my husband purchased a £2.00 ticket for 2 hours. They went into A&E and thought no more about the ticket, only wanting to get someone to see to our(adult) daughter. They were there 4 hours they left around 3 am completely shattered, and drove home. My husband then received the notice that he is to be fined. From what I gather the contract to park was between the driver and PE yet they have (obviously courtesy of DVLA, written to my husband as the registered keeper), I further gather as such he cannot be made to pay and should ignore the requests. They did over park, so I feel inclined to send them the £2.00 they should have paid at 3 in the morning, before they left to get to bed from a very long day. I realise if I do I am admitting responsibility. They can then come after my husband for the remainder of the fine? What is the best course of action? I have seen on this forum some of the scary letters they send. Furthermore I would like to complain to the hospital, and indeed the NHS in general about making sick folk or relatives of sick folk pay for parking, and get fined if in their discomfort/panic/tiredness forget to top up the ticket. (They cannot know how long they will be in an A&E could be an hour, could be more/less). It seems like a money making machine to me.Please help.Parking Eye use number plate recognition.

AS per all previous posts IGNORE. Don't worry about it. Perect defence for the RK if ever went to court. I wasn't the driver0

You COULD send them £2, 'in full and final settlement' if your conscience really nags you. And legally that's all they are entitled to.
However be aware that THEY have no consciences, that's why they are asking for £60 instead of £2.

Would be easier to read with a few paragraphs

The simple answer is IGNORE
Do not contact them, do not complain to the hospital - simply IGNORE
They don't know who the driver was, you don't have to tell them, they can not take anyone to court - simply IGNORE
The best thing to do with the "scary letters" is - IGNORE them.
It's free and easy to IGNORE them ... they will give up and go away.
