How do I reinstall SP3 in XP?

In all honesty, I don't think a defrag will do an awful much to such a full harddrive. Looking at your system tray (bottom right next to clock) indicates to me that you have more than necessary programs installed and/or loading at startup.
If we can get a list of all installed programs using screenshots, from Add/Remove Programs in Control Panel, I could try and advise what is safe to get rid of.
When uninstalling, I would use Revo Uninstaller to ensure maximum drivespace is freed up.0
