We pay on the 28th, but close off the payroll on the 15th, although I generally will try to advance 2 weeks in the first month.
I know that the DWP offer loans, so this may be the way to go. Otherwise, gently push the employer towards the above method.

Most places i have worked you work either a week in hand or a month in hand, which is the norm anyway.0
