from a Dell 19" to possibly a 23". I quite like the idea of one that could be hung on the wall to create more space on the desk.
Could someone tell me what I should be looking out for?

I can highly recommend the Dell UltraSharp U2312HM. You can get them for about £180 (not from Dell) and for the price they're pretty much the best 23" screen. VESA mount compatible too so you can wall mount it

You might also be interested in the relative resolutions, otherwise you might just end up with bigger pixels on the 23" monitor when compared with the 19" monitor, but the same number of them!0
