It shouldn't be difficult.
If you're on a low income, they'll receive quite a generous package of loans, grants and bursaries with which they're intended to pay rent/bills/food whether they stay living at home or move away. It isn't intended to be just spending money so, if you don't charge him for hisr keep them I'm afraid that's your choice.0 -

I have been a kind mum
and not charged him anything but told him for his second year he can give me something towards the food shopping. 0
