Is PATAS above a court of law?

I received a parking fine from the council for parking in a residents' bay using an expired permit. I had failed to renew it because the promised reminder had not been sent out. I appealed the ticket and the council took the matter to court. I provided a screenshot of the council's website stating that reminders are sent out and the court threw the case out. The council's website has since changed and now says that reminders are not sent out. They have referred the case to PATAS who say I have to pay the fine. Could someone please help as this seems a little odd to me - the case was thrown out by the court, so how could PATAS enforce the fine they are trying to get me to pay? I have Googled for a couple of hours and have no answer to my question - thanks for any assistance.

    What exactly do you mean by a "court of Law"? No council ticket should go through a Court. A Police one might; but if the case was dismissed then that should have been that.

    I am having some trouble understanding what's happened here, need more details to help you!

    Sounds like council have reissued the ticket ?

    I take it by you saying the council took you to court - you mean you appealed the original ticket, it was turned down by them and it went to adjudication ? who found in your favour and threw the ticket out ?

    Then council alter their website and reissue ticket again, this time you loose at adjudication ?

    If thats the case you cant be done for the same ticket.

    As above you need to clarify exactly what happened in order.

    You sure its the same ticket ?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
