False advertising?

TalkTalk's price for an 0845 number is 4.5p peak, 1.5p off-peak
BT's price for an 0845 number is 3p peak, 1p off-peak

Quoted from TalkTalk's website:

"TalkTalk is the new home phone company from The Carphone Warehouse. When you join TalkTalk you get to make free calls to all other TalkTalk customers, any day at anytime, and all your other calls are cheaper than BT."

How can they get away with saying this?

No wonder 0845 numbers are excluded from the £1000 guarantee!
