Thanks for this very informative and useful reply. the solicitor has said verbally that a bill was sent along with a reminder. I followed that call with a written letter asking for the dates they claim the letters were sent as I did not receive any of them.
the letter from the solicitor did not say anything like "dont worry". It was basically a very short letter just demanding the full payment.
I am still gathering information in case this escalates, but I have not heard anything from the solicitor or the management company in over a week regarding this. They have not replied to my letter, but have acknowledged the email I sent advising that a letter was being sent out (a copy of the letter was included in the email)
Sorry, I meant the letter you received telling you the bill was going to be late......did that make any reference to payments at all? Did i say anything about late payments or what alternative methods you had available to view your bill.
You said two other neighbours have had the same problem and one paid in full, what has the other one done? Are they contesting it also? Maybe worthwhile asking both of them to write letters confirming that they also received no reminder or bill before receiving the solicitors letter.
Perhaps also contact your local post office, not sure if they'll be able to tell you if there have been any other complaints in your area about post going missing but its worth a shot.

Basically the last letter I received from HLM (the management company) just said that the accounts were not ready and therefore bills would be sent out later than usual. When we receive the bills they dont have a "pay by" date on them. I usually pay within a couple of weeks of receiving the bill.
The neighbour who has paid has basically said he didnt want any trouble saying we would soon see bailiffs at the door, so he paid up. The neighbour who has not paid is a single mum and she hasnt paid cause she does not have any money. she has stuck her head in the sand hoping it will go away. I have asked her to go along the same lines as me and will help her make contact with HLM.
I will contact the post office as suggested, but it has been noticable that some mail is not getting through to us. The houses were built around three years ago and still the postcode is not on sat navs. even the police do not have our postcode on their systems, but the post office should know us.0
