Moving in with grandparents

My brother is thinking of moving in with my grandparents as their health has really deteriated and we are worried for them both at night time. My mum is carer for them. She cooks, cleans, washes nan etc. so during the day they have us all coming and going.

My nan is on DLA and they get housing benefit and council tax benefit.

My brother is working full time. Will any of their benefits be affected? Will my brother have to start paying any rent?

Any advice would be greatly appreciated.

Yes, I believe they will experience a modest reduction in their hb/ct which is expected to be made up by the person in employment paying a modest amount of keep.

Their DLA and pensions won't be affected - not means tested, I believe.

Your brother will be classed as a non-dependent and the local council website should have a table to show how his income will impact their income related (means tested) benefits.

They could consider a social services assessment to see if there are any care support they could receive (I'm not familiar with the process but perhaps another member can outline if this is a relevant option).

Are they getting all their benefit entitlements? You say both need care but only one is receiving DLA (attendance allowance for the over 65s?). Is your mother receiving carers allowance for them?

If the grandparents receive DLA care at any rate or attendance allowance there will be no non-dependent deductions from Housing and Council Tax Benefit

Also meant to add that the brother will be expected to contribute to household expenses

So am I right in thinking that if my nan gets DLA and my mother is her carer and my brother moves in there will be no deductions to my grandparents housing and council tax benefit?

No, there shouldn't be. The DWP's own guidance states:
    Non-dependant deductions from HB.

(snip)...A deduction will not be made from your HB if:
    ...
you, or your partner, are receiving the care component of Disability Living Allowance or Attendance Allowance in respect of yourself or your partner or...
