The highest I've seen in recent years for MOP is less than that and most agents were £10 cheaper still.

Maybe they should? If not a credit check then why not an initial payment? Its staggered me for a long time that someone can move into a property, opt for a quarterly bill, and be allowed to rack up a fairly sizable balance before the supplier does anything about it.
I agree there is an issue with charging to remove a meter when somebody new moves in. I would have less sympathy if say the above scenario occurred, I would have no problem with that person having to pay the charge to have them removed.
We can only hope that the suppliers who don't make a charge will gain many customers and prompt the others to look again at this.
I also agree that prepayment meters can be useful, not suitable for everybody granted and I would've thought the OP's circumstances would lead any fair minded person to conclude there is a vulnerability there, but they do allow you to monitor your usage very closely. It does still baffle me somewhat that you can build up a debit on a prepayment meter. I understand how but I think to most people that would be counter intuitive.
Was there some mention earlier of the meter being inaccessible? Is the celler they are in accessible at all times? I've heard of people not being able to have prepayment meters because, for example the meter is very high up or in another property (including a shop downstairs!).

The consumer has to have 24hr access or potentially less if they are fitting the newer ones that give overnight emergency credit.
They can get around some access issues by fitting a "collector" so all they do is fit the PPM in the property and connect it to the inaccessible main credit meter. It does require drilling and isn't possible in all buildings, then there are issues such was listed and landlord properties (landlord has to agree).
They can't fit one over a certain height (can't remember it exactly offhand), so they just abort. Of course, there is nothing that really tells a supplier or MOP this unless the meter location data item is set to "ladder required" but these are often just defaulted to "unknown".
