Parcelforce - "Insufficient Address"

So sold something reasonably large and valuable on eBay last week to sent via Parcelforce on Thursday. Item was well packaged I took the time to print an address label using the address as it is listed on the Royal Mail address finder website.
Post Office took the parcel with no problems and gave me a receipt with Address Validate: Y.
Low and behold today is the second working day in the system (48 hours) and they haven't delivered. Tracking website says "Address problem - insufficient address". It appears they have returned the package to the depot so I have emailed the buyer informing them of the situation and asking them to phone Parcelforce for clarification.
I've also email customer services to ask 1. Why they have an issue with the address and 2. to confirm where the parcel now is. Pretty poor show given that the address is in their database and it is a flat in London, not a remote cottage up a farm track in the middle of nowhere.

could be as simple as a damaged label or no number/names on the buzzers.

Of course I don't know the full circumstances so can only express my opinion from where I sit - as the sender. The delivery driver may well have not been able to find the address, however my gripe is with a system that accepts a package for delivery within 48 hours and then fails to deliver despite the customer complying with all their rules on packaging, labelling etc.0 -

so how would you design a system that checks the state of a flats entry system before accepting it?0 -

insufficient address could be the reason if its an address issue.
