Can I switch from the Post Office without penalty?- Phone-only. The answer's yes. This is because standard line
rental comes with no minimum contract. You just have to give 30 days'

This is annoying, as I've just switched to them (1 month ago). My question is, as line rental is paid in advance, do they apply this retrospectively, or when they take the next quarter's payment?

I've been with PO Home Phone for three years, have had some unbelievable problems with no landline for 23 days because of a breakdown of communication between POHP and BT Openreach but I was eventually compensated for this. The good value for me comes with the free weekend landline calls abroad, free weekend UK mobile calls and free evening and weekend landline calls, and the other costs for broadband and line rental are in line with BT and other providers so I'm sticking with PO Home Phone.0

Expect them to add it retrospectively to the following quarter's bill (pro rata from the date of the increase)0
