Options
So someone tried to rip me off on paypal, Paypal limited my account and put the funds back on to my paypal account, When the funding originally came from my mastercard.

I've contacted my card company to dispute they sent me forms and tols me to send back which i've done,But there saying i need to wait possible upto 45 days before i can get my money back.

Anyone any ideas what i can do, or do i just need to wait.

Welcome to Paypal hell, where the customer service you receive is useless even though they're UK based.

I would go through with this fully with your bank now, you shouldn't need to wait any time at all as this isn't a quality dispute it's plain fraud and as such should be handled instantly.

If you've received a refund from Paypal, why are you disputing the transaction with your CC issuer ?

I assume his account is still limited meaning that he can't withdraw the funds.

exactly, paypal returned the funds to my paypal account which is limited yet fully verified. They wont return the funds to the original payment source.

I've already contacted the card company who sent me documents which i've sent back signed etc with some proof that paypal limited me, My problem is the card company want me to wait up to 45 days before i get the funds back.

any ideas what i can do.

I would keep chasing it with your bank ultimately they are the ones who need to pay out. Paypal shouldn't refund to your account they should refund to the card as per the merchant agreement. This should be treated as any other type of fraud as if his card was used to purchase goods in a store.

Unfortunately you've got Paypal, I had my account limited and even following their advice any new account is automatically restricted. Luckily I didn't have any money with them but their customer service is completely useless, they don't even have an UK office to write to.

The OP needs to speak to their card issuer to dispute the payment. Whether they will do this though depends on what actually happened, the OP doesnt actually say how they were "ripped off" it won't be treated as fraud. Because it's not.

Plus the dispute will be actioned via Paypal, not the seller, so it may reject, as Paypal have provided the service for the OP that they were asked to do.

Ahh, sorry I misread the post. I thought OP had their Paypal account hacked and funds transferred. Meer is right, your rights to a dispute are limited now, as far as I know there has been no official OFT decision but you've technically paid Paypal to transfer money for you not for the goods so you may not be able to start a chargeback against them. It's certainly unstable ground for consumer regulation, I would always try to pay directly with your card if possible as you get more protection.
