Take out the politics, Liverpool's population is 445,200 (according to wiki), so the number that "may" lose Benefit is roughly 10% of the population. 1 in 10 on IB is unreal and you can only guess how many will be told to get to work.

It says in the report 45000 Merseysiders, not 45000 Liverpudlians, Liverpool is only a small part of Merseyside, so its not 10% of the population, more like 3% of the overall population of Merseyside.
