Any driver insurance policy for company vehicle?

Hi all, :wave:
First time poster, long time reader and moocher of information, so please be gentle!
I am enquiring on behlaf of my father (50ish) if anybody knows a good place to get an any driver policy for a company car?
His retail business involves deliveries and as a promotional/small delivery vehicle he has purchased a Smart Car. He now wants an insurance policy that would allow any member of his staff with a valid drving licence to drive it?
The best he has come up with is £700+ :shocked: but only allows drivers over 25 with no points. this isnt good as he has staff that are 19-23......
There are 2 other vans that are individual driver policies that could be moved to another fleet insurance if it would help..... Any ideas folks :T
