flat roof re-roofing

I have an extension with a flat roof and tthe roof has come to the end of its life. I also have a flat roof over a double garage that just needs re-felting.
This means I have about 45 sqm which needs re-boarding and refelting and about 35 sqm which just needs refelting.
I have been quoted 4800+vat for this.
Does that sound reasonable?
In addition I want to improve the insulation while the boards are off. what should I ask for?

I've been quoted £3450 for the garage(single), extension with goes from the garage to the house and the whole of the flat roof on the house...this is with 2 layers of felt, boards and they're putting in insulation on the house too.
