I think that would be fair. However I can't imagine that the tradesman will accept it. Can you ask someone round to support you when you deliver the news?

Sounds to me like you have created this problem by NOT being specific

If the guy gets upset, other than the fact that he made a mistake which he had someone rectify and it also sounds like need to be finished, then he may be justified.

Give the guy a chance and also tell him exactly what you want doing as from what you have said here you were rather vague and also not understanding that rattling pipes and creaking floorboards need more than tightening, and I get the feeling you didnt fully explain that!

I'd expect any handyman worth his salt to know how to double check for pipes before starting to hammer or screw, irrespective of whether the OP knew exactly what the source of the problem was.

It sounds like the tradesman has messed up and is now seeking to push the blame for his shortcomings onto the OP.

It may well be that he was a duffer but the fact is probably also on both parts an inexperienced understanding of what actually needed doing, and no doubt price was an issue?

To completely stop problems such as this would entail fully lifting all the boards to see where the problem was as it is NOT possible to see what is under the centre of a floorboard, although it is possible to feel through the gaps to see if anything is running in the voids at 90 degrees to the boards, so therefore in this case he might not have known about the pipes and certainly would not have felt any resistance when he went through one!
A good tradesman marks boards under which pipes or cables lay, and given the problems they have caused you, you could say the person who installed them is at fault in the 1st place!

Problems under boards cannot just be dealt with by screwing them down!

Pipes have to be insulated where they run through joists which may also entail making the void they sit in bigger, which in turn can also affect the way, dependent on what they are, how they do the job they are supposed to!
This in turn could entail alterrations to the whole piping system as if they are heating pipes in particular air locks and poor flow can result!

Cables also have to be considered, as if they are pierced or nicked even problems can arise later that could cause either failure of in the worst case scenario a fire?

So basically if the job was to have been done right a cheap job is not possible!!!
Good skills cost money, and a recommendation is imperative, I am not trying to upset anyone or dispel blame, just lets say you were naive!

Your post is full of assumptions and you have no idea if the OP was naive.
