Help with downloads - Error message

Hi

I have been downloading tutorials and video from sites with no problem, I have recently had the error message saying

"Windows cannot access the specified device, path or file, you may not have the appropriate permissons to access the items"

Does anyone know what settings I need to alter, or why this has suddenly appeared. I have tried a system restore to a time when everything was fine, but to no avail.
