Try Yoigo or Carrefour Movil for perhaps the cheapest data plans in Spain0

I bought a Carrefour SIM when I went to Spain last.
You need your passport and you buy it at the phone desk in a Hypermarket.
You can top up in their smaller branches if you need to but it is easier to work out what you need when you buy it.
There are a couple of oddities.
1) the SIM is supplied PIN locked (that fooled me for a bit)
2) you have a minimum monthly spend so if you don't use it for some months when you next return to Spain you need to buy a new one as far as I can tell.

Works OK in Google Translate if your Spanish is as good as mine !0
