Help! Out of juridisction?

Hi there
I have made a claim against Anglian Windows as they added PPI without my consent/ knowledge. They were not helpful so I referred case to the Financial Ombudsman. They said I had a case but now they have just written back saying that they will not deal with 'because the issue is out of jurisdiction'. And that I should now direct claim to the finance and Leasing Association?
Has anyone else had this issue and can you offer some advice?
