Bridgnorth civil enforcment car park fines march

Out of interest are there many people out there that have had parking contravention enforcement notice from Civil Enforecement Ltd, particularly Mill street car park sunday 25 March 2012, and dont know why. The car park was heaving that day and i am convinced the parking meter wasnt working correctly , it wasnt registering the first letter of the reg no correctly - hence the fine. ( i only got that information when i complained to the town council) I have been assured that there is nothing wrong with the meter but its bit of coincedence that both me and my mum got fined for same thing, same day.

    I am puzzled as to who is responsible for this matter. You say the Council are involved, but CE issued the tickets. On the ticket, where did it say payment should be sent?

    Does the ticket make any mention of the Traffic Management Act 2004?

    (I have reason to believe that CEL have branched out and are now acting as CEO's for local councils)
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    0467/1112 CAR PARKING IN SEVERN PARK

    i) The Locum Town Clerk gave Members an update on the current situation with regard to the new car parking system in Severn Park. She stated that she was embarrassed with the situation and the image it is giving of the Town Council. Creative Car Parking has not lived up to the expectations of the Town Council. It appears that they have a chequered history as documented on the internet. Between the dates the 26 August to 22 September 2011 a total of 170 plus parking fines were issued even though they were aware that a problem existed with the machines on the weekend of 27 to 28 August 2011 and fines were issued for those dates. The following problems have been encountered: light not working to indicate that the machines were out of tickets, keyboards not working properly, the cameras not distinguishing between D and O, keypads getting stuck although some human error is to blame. It was felt that both companies involved, Creative Car Parking and Civil Enforcements Ltd., had proved to be unhelpful and uncooperative.

    The Locum Town Clerk recommended that the system be closed down until all matters and issues have been resolved.

    Members wished to apologise to the people of Bridgnorth and surrounding areas and visitors who have received parking fines when they have legitimately paid.

    Concerns were raised regarding the contract and whether Bridgnorth Town Council would be in breach of the contract if the system was closed down.

    It was stated that Bridgnorth Town Council should not deal with any complaints from customers who had received fines. The Locum Town Clerk informed the Members that the Town Council had had to get involved because of how the people had been dealt with by the company who had issued the fines.

    It was asked if we could revert to the old system of collecting money manually on entry to the car park until all problems had been resolved.

    Members RESOLVED: to turn off the systems until the Town Council are confident that the system is working 100% and to look at the historical data for car parking revenue on Severn Park and if worthwhile, revert to the old system of collecting money manually on entry to the car park.

    However what are they Penalty or parking charges?

    What an unholy mess this arrangement is.

    Where exactly do Shropshire Council fit in here, if at all?

    Seems as if Bridgnorth Town Council are acting as private landowners here.

    However, as CEL are involved with payments 'required' (sic) to be sent to the 'mail-drop' address in Liverpool, the advice has to be :-

    IGNORE

    As an afterthought, I should clarify that it's CEL that should be ignored, but complain like hell to the council & demand action/answers from them & to get rid of these parasites.

    Well, at least that's another landowner that has had their eyes opened to what a shower of sh*t these people are.

    Most definately 'parking charges', IMHO.

    Also, given the circumstances, note the liberal (and most inappropriate/irresponsible) use of the the 'F' word in your very useful & informative post, being an extract of the minutes of the meeting of Bridgnorth Town Council held on 18th October 2011.

    BTC have muddied the waters & made a pact with the devil.
    Neither do they appear to understand the distinction between a Council Penalty Charge Notice & a Parking Charge Notice issued by a PPC they have contracted on their own behalf.

    Is it any wonder Joe Public's confused.

    NB -Creative Car Parking and CEL are both Gary Wayne 'productions' of course.

    Indeed as the charge is the usual £75 then £150 CEL use, the OP here has not stated the charge but I have seen others for this area.

    It looks as if some dopey councillors have decided to engage these parasites without doing any research until after the problems started. Also it looks like they have not taken any advice on the legality of what they are doing.

    They may well have been taken in by Gary Wayne's charm or favours! ;)

    Not sure about GW's charms tho' - he had a by-pass at birth & treats RK's as well bodies that engage him with the same utter contempt once they've signed the contract on the dotted line. ;)
