I've been ripped off on E Bay using Paypal. I won't name them yet but I will once its sorted. I paid by Paypal. This was refused at the other end. The seller sent me a new paypal address. I paid again. My bank account has been debited twice but the first payment has now been refunded to my Paypal account but still no item or contact from seller. I've started a dispute, still no contact from seller. When I log onto My Ebay account it says pay now for the above item and its as if I've nevr paid for it , let alone paid twice. The dispute is with Paypal and not EBay.
Can anyone advise?

Don't trust what eBay says. It will sometimes report false information about associated paypal payments. Always go to your paypal account to see the status of payments. If your paypal account shows that the transaction is complete, then it is and the seller has your money. If you get no joy from the seller via email, start a chargeback with paypal and report them to ebay:
