Strange blue 'halo/shadow' around desktop icons and text?

Hello!
Can anyone help me please with the the situation below?
My dads computer 'desktop' now shows his icons and text with a strange blue 'halo/shadow' effect behind them. They were okay till a few days ago ('transparent effect')! He says he hasn't downloaded anything or changed any settings. I had a look at his computer display and can't see anything that's changed.
He's ran spybot,ad-aware, avast and cc cleaner and nothing dubious in the form of spyware has turned up!!!
Can anyone please give us an idea of what could have happened as it's a bit unsettling that it seems to have changed itself...it's probably something daft I know, but i'd rather find out what...

go to control panel, system,advanced,visual settings press adjust for best performance in will go to win 98 style see if the shade goes if it does it must be one of the ticked boxes if i doesen't just click back on let windows choose whats best for my computer or best appearance. dunno what else it could be could be in the accessibility options.0
