UKPC - no warning signs for road markings

I live in a block of flats, which does not have reserved parking. UKPC (the parking controllers) use a 'zone' system, which means I rarely am able to park close to my own entrance. In the case in question, I had arrived back to the car park late on a Saturday night and had been shopping during the day. Consequently, I needed to be close to my flat entrance and I had many heavy bags to bring in. I saw one space a little bit further up from my own entrance. However, on the Sunday morning I had been given a penalty ticket for parking on a 'double yellow line/hatched area'. When I inspected the double bay the left side was free from a double line but the right side wasn’t. I then looked to see what warning notices were in operation to inform residents of this inconsistency but there were none anywhere. Furthermore, at night the lighting is very muted, but for low pedestrian bollard type ones to light the pathways. There are no lampposts.
Does the parking company not have a duty to ensure clear signs are evident and clearly marked and concentrated at the point where the road markings are? I cannot understand why there is a double yellow line there anyway? The only reason I can think of is for turning - so that cars can get out the 'dead end'. However there is no cross hatched area where I parked.
I went on to this website to find information on this and it said I could ignore the notice - as it falls in to a different set of laws and is almost impossible to enforce. Is that true? As to date having ignored the first penalty ticket and have now got £90 to pay.
Should I continue to ignore this or can anyone advise of a template letter outlining the points I raised as a refusal to pay?

    You are correct. Just ignore them. Yellow lines have no legal standing on private property .
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    They have no legal standing, but they are a generic device indicating 'no parking'.

    However, you are allowed 20 mins to load or unload on double yellow lines on the highway.

    If a PPC is going to use double yellows, by logic ALL the restrictions governing them must apply.

    Consider if a PPC installed traffic lights on their land. Red obviously means stop. If they were to install signs saying that green = stop and red = go, they would be a nonsense because of the establish rules regarding lights and their indicative meaning to a reasonable person.

    Long story short, simply ignore UKPC. A more experienced PPC fighter might put them through the mill, but in your case, simply ignore.

    If there's a parking parasite in place then it must be private land.

    Road markings of any description have absolutely NO validity whatsoever on private land.

    So, it was a long story, but the short answer is, it isn't a real ticket, it's not a fine, just ignore it completely.

    They will go away when they get fed up with talking to themselves.

    Do not waste your time "appealing" they are not actually into traffic management, simply money collection, so they will only think you took it seriously and press you harder.

    "PPC" and "logic" are words you seldom see in the same sentence.
