PCN Date issue

I have received a PCN for stopping in a box junction. The PCN is dated 12/04/12 but the actual contravention is dated 25/01/12. Can the council still send a PCN after a long delay like this ?

    Pepipoo is the place to take this query.

    (The council do have more than the 28 days (up to 6 months) if they have had to get the RK details from the DVLA and they were late giving them.)
