Unlicensed with Keeper Change

A friend of mine recently bought a car second hand with 2 months tax remaining on the disc however they carried out a check today on the Direct Gov website and it says tax status: Unlicensed with Keeper Change


What does this mean?
They've received the new V5 from DVLA but the tax displayed has 2 months left to run.
And date of liability was 5/03/2012?


Can anyone explain?
The car had a HPI carried out by my friend prior to buying and all check were clear and approved.

Does this mean the previous keeper has applied for a refund without using the disc or telling the new keeper?

    Check what the taxation class is on the tax disc. It may be it is disabled and the tax is voided by change of keeper.

    You cannot reclaim the tax without the tax disc.

    Is it actually a genuine tax disc and not a colour photocopy?

    Or the tax was paid for with a cheque which bounced..and so is invalid, even though there will be a current disc.

    You cannot reclaim the tax without the tax disc.

    You can claim a refund when the disc is missing - form V33.

    its £7.50 to do this and is a right difficult job to get it

    if i was friend i would be taxing it or at the very least speaking to mandy in wales sea
  • could be a flag up on the system if the vehicle wasnt insured for a period, continuous enforcement of insurance rules means unless its insured you have to return the tax back, if they let the car insurance lapse to sell it, then they would land up with a fine and the tax becomes invalid.

    Take the disc out and have a very very careful look at it, and the security features - perforations, planet shape cut-outs, holograph, etc.

    With colour photocopiers it can be easy to make a fake disc, and it's a very easy way to increase the sale value of a second hand car.

    If it's fake you'll need to buy another one but you should report in to the police. They might want to have "a word" with the seller about a small matter of fraud.

    I telephoned DVLA Swansea three times today, what a awful automated service they have just to speak to someone, absolutely crazy.


    Made some enquiries with my friend present and it would appear checking their databases, they said they checked two? That the car was declared SORN early March, and the current disc was declared lost at point of declaration, and never returned.
    The disc was made void as a result.

    Explained the circumstances got sorry you must buy a new disc before the end of next week or the registered keeper will receive a automatic fine.


    Called a second time tried explaining circumstances that the disc has two months left, it's insured, MOT'd etc etc, didn't want to know asked if they has had the V5, said yes, he said well you can tax or SORN it again, very unhelpful.

    Tried again after dinner, spoke to a very helpful lady, explained it all and she looked into it, asked if we had the disc, explained yes, she asked if it the car was insured said yes, she then said as a result she is willing to instate the current disc, and it would become live within minutes and the are was now shown as having tax, she said this could only be done if the car had insurance?

    Anyway, bottom line is the car tax is now valid and for te remaining two months.

    Hope this warns others that, if someone has bought a disc, declared SORN and not retuned the disc that you could have problems, make sure you check out Direct Gov, we did everything, HPI, MID, MOT, AA inspection but not any checks on the tax disc.
