DVLA Tax Confusion

Hi,
Will try to be brief!
My partner has moved house and did not update his car registration doc etc. so he did not get a tax reminder and so did not renew his car tax.
We were on holiday when the clamp was put on and so the car was towed. He has paid to release the car and his new tax disc is on the way.
My question is regarding a police fixed penalty notcie for £60. This was put on the car a week before it was towed- does he still need to pay this or does the release fee from the pound over-ride it.
Also does anyone know if/ what the DVLA will fine him. He is expecting to have to pay for the 2 months of tax he did not pay, but will there be further fines?

The FPN will need to still be paid, the offence is not displaying, not for not having
When he taxed the car did he tax it from the date the old tax run out?
You may still get a postal penalty for not taxing/sorn'ing the car!0 -

From what I read on the internet I did believed the police notice to be a separate offence (not displaying tax disk)
When he went online it automatically started on 1st April (las disk expired 31/01/12). Do we just wait for DVLA to get in contact and reclaim feb and march tax?0 -

If there is a lapse they will contact you! Unfortunately you may receive an £80 penalty from them too!
Any penalty notice may have already gone to the old address, it may be worth checking!

I had a friend who was sent a charge by DVLA for allgedly not making a SORN declaration. He ignored it. What then happened was he got a letter from a well known debt collection agency (not one normally associated with parking scammers). After he ignored that too he never heard any more about it. That was four years ago. There seems to be some issue as to whether DVLA have any authority in law to raise these charges re SORN- maybe a trick they have learned from their partners in crime in the parking industry? though I am not venturing an opinion one way or another.0
