No idea. What is the situation, it is hard to advise without knowing any details. I assume you haven't finished paying off any arrears or has your income changed?

I think maybe if you were entitled to banefits which would clear the outstanding balance of in full, then you wouold have an argument to have the LO costs removed.. if this is the case or somehting similar then you should contact your councillor about it if the council do not agree with your arguments...

The problem is that liability orders aren't issued until a while after the summons, n our council, around 4 weeks.

Did you inform the council that you where awaiting benefits ?, most would have held the account in that case, but legally , even if awaiting benefit payments, you are responsible for ensuring a suitable arrangement in place with regards to paying council tax.

You may get costs removed but it depends on whether the benefits will cover the entire amount or not, if you owe any money , you'll not get the costs or L/O removed.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
