    it would cost a fortune in administration, it would limit the places that people could shop or what utility co's they could use (because not all shops or co would agree to accept them due to more admin on their side) which would mean people wouldn't be able to shop around for cheaper goods.

    The could be sold on for cash so that wouldn't get round people who are "just there for the ride" either.

    Life on benefits is already hard enough for most people.
